Air-to-Air Heat Pumps: Checking Grant and VAT Rules

Check air-to-air heat pump grant and VAT rules with Ofgem and HMRC guidance. Separate technology eligibility from installer, property and quote requirements.

Air-to-air heat pumps are often discussed alongside other low-carbon heating technologies, but grant and VAT rules need separate checks. A general reference to an air-source heat pump does not establish eligibility for every air conditioning installation.

The following guidance was checked against Ofgem and HMRC on 5 November 2026. Rules and delivery arrangements can change. Recheck the primary sources before committing to work, and do not treat this article as confirmation of funding or tax treatment for your quotation.

01

What current grant guidance says

Ofgem’s Boiler Upgrade Scheme property-owner page currently lists £2,500 for an air-to-air heat pump. The scheme applies in England and Wales. This is a different technology-specific amount from the air-to-water and ground-source categories; their grant values should not be advertised as air conditioning discounts.

Some general advice still describes air-to-air support as forthcoming. Where information conflicts, check the current scheme administrator’s detailed guidance and operational application arrangements. A policy announcement, a listed technology and a grant available for a specific project are not interchangeable facts.

02

Installer and product requirements still matter

Ofgem says the installer must be certified by the Microgeneration Certification Scheme and apply on the property owner’s behalf. Technical standards, product eligibility and the applicable application and commissioning rules also need checking. Do not assume an ordinary cooling installation automatically meets a heating scheme’s requirements.

This article does not claim that Aircon Elite holds MCS certification, offers scheme-funded work or has confirmed an eligible air-to-air product. Ask for evidence of the required installer and product status before relying on any proposed grant deduction. Do not pay on the assumption that certification will follow later.

03

Check the property and full project

Ofgem identifies exclusions and conditions, including restrictions affecting new builds, previous funding and the system being replaced. Its property-owner guidance specifically excludes non-residential buildings for air-to-air grants. That matters if a guide discusses homes and commercial premises together.

The detailed heating-coverage and hot-water requirements must also be checked for the actual air-to-air proposal. Do not infer eligibility for a single-room add-on from a general grant headline. Our selection checklist helps identify the wider system questions, but it is not an application assessment.

04

VAT is a separate test

HMRC VAT Notice 708/6 describes temporary zero-rating for qualifying installations of specified energy-saving materials, with the current period ending on 31 March 2027. Its guidance states a return to the reduced rate from 1 April 2027; check for later legislative changes before relying on that timetable.

Section 2.15 addresses fixed air-source heat pumps and recognises reversible heating and cooling. That does not make every portable cooler, equipment-only sale or commercial installation zero-rated. The premises, supply and installation details determine the applicable treatment, not simply the word “heat pump”.

05

Ask for the quotation basis in writing

Request the rate applied, the reason it applies and what happens if the scope or timing changes. Supply-only equipment is treated differently from a qualifying supply-and-install arrangement. Mixed works may also need careful treatment, so a household should not assign its own VAT rate from a short online summary.

Grant eligibility does not automatically settle VAT, and VAT relief does not establish grant eligibility. Keep those decisions separate. This article does not amend existing website VAT wording, form text, funnel copy or any agreed quotation.

06

Verify before committing

Save the relevant guidance and written eligibility explanation with your project records. Confirm who makes the application, when approval is required and whether any deduction is conditional. If an answer is uncertain, resolve it before assuming the advertised benefit belongs in your budget.

Use our contact page to discuss the proposed air-to-air installation and its scope. Obtain scheme confirmation or tax advice where appropriate. A reliable decision uses the rules for the exact technology and transaction, not a broad claim that all heat pumps qualify.
